Question for DC folks

From my friend Susan. She called for a cab around 9:15am. The cab showed up at 9:40. When the ride was over, he charged her a rush-hour fare because he said she'd ordered the cab before rush hour. I told her to mention this to the cab company, not sure if she will.

I think that it shouldn't have been rush-hour fare. But wanted to hear from others.

The Cabbie was wrong charging her extra for rush hour, you have to be riding in the cab between 7-9:30 am to be charged the extra $1 I am glad I don't work during rush hour, I don't have to deal with this crap. The driver is just a jackass, instead of apologizing about the amount of time it took to get her a cab, he punishes her by charging her more! you go figure!

This is ridiculous - I, too, live in the DC area and although it seems every minute of everyday is "rush hour" with the traffic - because she called during rush hour to request a cab that she needed at 9:15 and he showed up at 9:40 - 10 minutes AFTER designated rush hour - it isn't rush hour anymore - what nerve.
Here's my analogy on this - So you buy your farecard for Metro at 9:15 am and you place rush hour fare on it, but you don't get on the train until 9:32 am - Metro isn't going to charge you rush hour fare - the clock has changed so you end up with extra money on your farecard - right? The cabbie is atrocious in his behavior.
