I asked what cabbies should be able to charge extra for - and the results were:
Waiting for passenger - 24
Snow - 12
More than 1 passenger - 11
Rush hour - 10
Ice - 8
Using the trunk - 7

Under the new meter rules, drivers won't be able to charge more for more passengers.
